The present invention relates to an external application composition capable of preventing a hair loss and helping hair growth promotion, and to a method for producing the same by using a medicinal herb material. An external application agent is produced by extracting a medicinal herb material including Eclipta alba, Polygonum multiflorum, kelp, Salicis radicis cortex, Wolfporia cocos, peach kernel, Japanese goldthread, and morus bark as main components and by mixing a medicinal herb extract, mud powder, and glycerin.
