The present invention relates to an apparatus for preparing thermally-compressed cup noodles using starch, configured to prepare noodles using starch without gluten and contain functional ingredients in the noodles, and thus, it is possible to enable a consumer to consume the noodles as healthy food. According to the present invention, the apparatus for preparing thermally-compressed cup noodles using starch comprises, to prepare a lower plate dough sheet, a lower plate dough sheet preparing unit configured to receive starch dough from a dough supplier and prepare a dough sheet through thermal compression, a lower plate roller transfer unit configured to transfer the dough sheet prepared by the lower plate dough sheet preparing unit and extend the dough sheet by hanging the same downward, and a lower plate roasting unit configured to put, between side surfaces thereof, the dough sheet extended by the lower plate roller transfer unit and thermally compress the dough sheet to form a roasting membrane on one surface. The apparatus for preparing thermally-compressed cup noodles using starch comprises, to prepare an upper plate dough sheet, an upper plate dough sheet preparing unit configured to receive starch dough from a dough supplier and prepare a dough sheet, an upper plate roller transfer unit configured to transfer the dough sheet prepared by the upper plate dough sheet preparing unit and extend the dough sheet by hanging the same downward; and an upper plate roasting unit configured to put, between side surfaces thereof, the dough sheet extended by the upper plate roller transfer unit and thermally compress the dough sheet to form a roasting membrane on the one surface. The apparatus for preparing thermally-compressed cup noodles using starch further comprises: a filling ingredient application unit configured to transfer the lower plate dough sheet while the roasted surface is served as a bottom surface and apply filling ingredients on an upper surface thereof; a
