PROBLEM TO BE SOLVED: To provide a packaging sheet preventing a sheet-like food from becoming wet even when a rice mass is packaged.SOLUTION: A packaging sheet 1 is integrated by sandwiching a sheet-like food 4 between an outer film 2 and an inner film 3 arranged at a back surface side of the outer film 2, and welding the outer film 2 and the inner film 3 in the outer periphery of the sheet-like food 4.
