The 21st Century has been marked by increased volatility in food prices, with global price spikes in 2007-08, 2010-11, and again in 2021-22. The impact of food inflation on the risk of child undernutrition is not well understood, however. This study explores the potential impacts of food inflation on wasting and stunting among 1.27 million pre-school children from 44 developing countries. On average, a 5 percent increase in the real price of food increases the risk of wasting by 9 percent and severe wasting by 14 percent. These risks apply to young infants, suggesting a prenatal pathway, as well as to older children who typically experience a deterioration in diet quality in the wake of food inflation. Male children and children from poor and rural landless households are more severely impacted. Food inflation during pregnancy and the first year after birth also increases the risk of stunting for children 2-5 years of age. This evidence provides a strong rationale for interventions to prevent food inflation and mitigate its impacts on vulnerable children and their mothers.

Malnutrition continues to be a major health burden in low- and middle-income countries (LMICs) and is one of the predominant risk factors for ill health and death, with women and children being most vulnerable. Most countries in the region show variable, little, or no progress in meeting most of the global nutrition goals (Development Initiatives 2020); therefore, stunting and wasting among children under five (U5s), low birth weight, anemia among women of reproductive age (WRA), and the epidemic of overweight/obesity remain priorities for West African policymakers. None of the countries in the region are on track to meet the targets for low birth weight (LBW), anemia among WRA (Development Initiatives 2020), or overweight/obesity; and nutrition-related noncommunicable diseases (NR-NCDs) are on the rise (Verstraeten and Diop 2018; Development Initiatives 2020; Popkin, Corvalan, Grummer-Strawn 2020). With the COVID-19 pandemic aggravating the pre-existing malnutrition burden (Osendarp et al. 2021), and the 2030 deadline for reaching the Sustainable Development Goals (SDGs) fast approaching, it is a critical time for action. The region’s unequal and limited progress has been attributed to, among other things, political instability and lack of resources (Development Initiatives 2020). Suggestions for ways to achieve SDG Target 17.14 (Enhance policy coherence for sustainable development) have included better implementation of policies and actions in response to specific identified needs and priorities; a further suggested approach is increased coherence and coordination across nutrition-relevant sectors (Pelletier et al. 2012; Gillespie et al. 2013; Hawkes 2016). Policy coherence analysis also promises to be an important tool for improving the efficiency and effectiveness of food policy and practice (Parsons and Hawkes 2019).

After a relatively short period when the agricultural sector experienced close-to-average farm incomes, net farm incomes increased well above their 20-year inflation-adjusted averages in 2020 and 2021 because of federal emergency relief payments and relatively high agricultural commodity prices. Farm incomes are forecasted to remain well above average levels in 2022, despite the rollback of pandemic-related subsidies and rising costs for major farm inputs, because prices received by farmers for many commodities have been exceptionally high. While trade wars, widespread drought, high input prices, and volatile international markets have created challenges for US agriculture, the farm sector as a whole, and the vast majority of farms, is in an exceptionally healthy financial position as Congress begins to consider the provisions of the 2023 Farm Bill.
