While we currently expect a V-shaped recovery for the global economy, there is a clear risk of a more U-shaped or even L-shaped recover. The COVID-19 crisis presents the global economy with a complex interaction between supply and demand shocks. Supply may not return to its pre-COVID-19 level for a longer time, as certain activities remain subject to limitations. Job and income losses by households and lower investment by businesses following the lockdown period are likely to extend the recovery path. There could also be effects on global growth beyond the 2021 horizon. This is due to expected adverse productivity effects (caused by deglobalisation, lower private R&D investment, lower entrepreneurship and ‘zombification’) and a persistent shock to labor supply

After a slow start, the number of coronavirus cases in Africa is rising. By mid‐March African leaders were preparing for the outbreak to spread as doctors and experts fear it could only be a matter of time before the virus spirals out of control. Several African countries have been rolling out measures to prevent further contamination. Conferences, sporting events and concerts are being suspended one after the other, and flights suspended (see p.22910). Rapid testing and quarantines have been put in place to limit transmission. But concerns are growing about the continent's ability to handle the disease.

Agricultural droughts have aggravated food insecurity conditions, due to reduced harvests that also caused price hikes. Most of the presidential candidates, including President Donald Trump, support using taxpayer funds to provide direct subsidies to farmers through price support, federal crop insurance, and other farm income safety-net programs. While President Trump has proposed cutting crop insurance subsidies in his annual budgets, he has provided unprecedented levels of ad hoc assistance—as much as $28 billion—to compensate farm owners for losses they might have incurred because of the administration’s trade war with China. Most Democratic candidates would target government farm income safety-net and conservation program outlays more toward small and middle-sized farms and away from large farms. All the Democratic Party candidates considered in this report embrace the broad tenets of the Green New Deal and would support policies to reduce carbon emissions and mitigate climate change, including public investments in agricultural research programs. President Trump ostensibly opposes all climate change initiatives that could possibly affect job growth in the US.
