PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion cosmetic which gives a fresh and smooth sense of use, has good stability, and is excellent in functions such as makeup persistency and UV ray-preventing effects.SOLUTION: This oil-in-water type emulsion cosmetic comprises (1) a specific amphoteric surfactant and/or a semi-polar surfactant, (2) a higher fatty acid, (3) a silicone-treated fine particulate titanium dioxide, and (4) a cationic surfactant.
