The present invention comprises: a rice flour supply unit supplying a fixed amount of rice flour to a steam stirring unit； a fixed amount-of-water supply unit discharging water above a certain level, always storing only a fixed amount, and then supplying the water to the steam stirring unit； a steam supply unit supplying steam to the steam stirring unit； the steam stirring unit including a steam stirrer which is supported by a rotating means and rotates 180°； when discharging a steamed material, and a lid which opens and closes the steam stirrer while being lifted by a lifting means in a state where the stirrer is vertically installed in the lower center； and a steam discharge unit discharging some uncondensed water vapor and steam discharged to remove pressure in the steam stirrer after steaming when the steam discharged from the steam stirrer is mixed with water while passing through a silencer in a cooling water tank and disappeared in a condensed state in the steaming process. The present invention greatly reduces manpower and reduces work time by automatically performing a series of actions of supplying rice flour or flour and water, stirring the same while providing steam, steaming the stirred product, and discharging the steamed material.
