An object of the present invention is to provide a novel emulsified composition for O/W type cosmetics, which can be used as an emulsifier. Further, the present invention aims to provide a novel complex used for O/W emulsification. An O/W emulsion composition of the present invention contains a carboxy group-containing polymer, an amide alcohol, and one or more polyhydric alcohols. The complex used for the O/W emulsification of the present invention is a complex formed by binding a carboxy group-containing polymer, an amide alcohol, and one or more polyhydric alcohols.
