The present invention relates to an oil-in-water emulsion and a cosmetic composition containing the same, and more specifically, a C12 to C22 fatty acid, an oil and an emulsifier are contained in an aqueous phase containing a thickener, a neutralizing agent and water. The present invention relates to an oil-in-water emulsion in which an oil phase portion is dispersed and a starch-based thickener as the thickener, and a cosmetic composition containing the same. The oil-in-water emulsion according to the present invention has excellent stability through neutralization of fatty acids, despite being an emulsified composition, as well as excellent usability, skin irritation, and skin stability.
