PROBLEM TO BE SOLVED: To provide a makeup cosmetic which has excellent drying speed of a cosmetic film, a flexible cosmetic film, and excellent makeup retention, and can be easily washed down by an ordinary face wash when removing makeup.SOLUTION: A makeup cosmetic blends following components (A) and (B): (A) a composite resin emulsion obtained by carrying out following steps (1)-(4): (1) a step that generates an urethane prepolymer ((a) component) under existence of an ester group-containing (meta) acrylic acid polymerizable monomer ((b) component) to obtain a mixture of the (a) component and the (b) component； (2) a step that obtains a neutralized product of the (a) component and a mixture of the (b) component by use of a triethanolamine； (3) a step that performs emulsification dispersion of a mixture of the neutralized product of the (a) component and the (b) component in an aqueous medium to obtain an emulsion； and (4) a step that polymerizes the (b) components in the emulsion to obtain the composite resin emulsion； and (B) a high molecular compound which forms a water solvable or water-swellable membrane.
