The present invention provides a water-washable water-repellent cosmetic composition, which contains: at least one emulsifier with HLB value of 13 or less, wherein the weight percentage of emulsifier with HLB value of 13 or less is 0.1% to 13%； at least one solid fat, wherein the weight percentage of the solid fat is 1% to 18%； at least one thickener, wherein the weight percentage of the thickener is 0 to 18%； at least one powder, wherein the weight percentage of the powder is 0.5% to 15%； and at least one liquid fat, wherein the weight percentage of the liquid fat is 2% to 80%.
