PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition which comprises an oil-soluble chamomilla extract, suppresses a smell derived from the extract and is excellent in temporal stability and sense of use.SOLUTION: There is provided an oil-in-water type emulsion composition which comprises the following components (A) to (E), wherein the content mass ratio [(E)/(D)] of the component (E) to the component (C) is 0.15 or more and 1.55 or less.
