The present invention relates to a method for producing a functional vinegar beverage including propolis. Specifically, a wax generation problem which may occur in a beverage including propolis and consumption inconvenience caused by the unique taste and flavor of propolis can be simultaneously resolved. To this end, according to the present invention, the method for producing a functional vinegar beverage including propolis comprises: a honey mixing step of mixing a predetermined amount of honey with water corresponding to 30 to 40 wt% of the total weight of water； a vinegar adding step of adding vinegar corresponding to 50 to 55 wt% of the weight of the honey, and performing first agitation； a propolis adding step of adding propolis corresponding to 2 to 3 wt% of the weight of the honey, and performing second agitation； and a water adding step of adding water corresponding to 60 to 70 wt% of the total weight of the water, and performing third agitation.
