Disclosed is a method for producing a nine-herbal material rice cake powder. According to an embodiment of the present invention, the method comprises a first pulverizing step, a kneading step, a first heating step, and a drying step. Through the first pulverizing step, herbal medicinal materials including Nelumbinis semen, Poria cocas Wolf., Euryale ferox Salisbury aged seeds, yam, malt, Dolichoris semen, and adlay are pulverized to produce an herbal medicinal material powder. Water is injected to the herbal medicinal material powder to be kneaded through the kneading step. Through the first heating step, the kneaded herbal medicinal material powder is steamed to remove the smells of the herbal medicinal material powder. Through the drying step, the kneaded and steamed herbal medicinal material powder is dried. The kneading step comprises: a concentrate preparing step of preparing a concentrate extracted from Acorus gramineus Solander, milkwort, and Pachyma hoelen roots； a concentrate injecting step of injecting the herbal medicinal material powder to the concentrate； a water spraying step of spraying water while stirring the herbal medicinal material powder to which the concentrate is injected； and a kneading adjusting step of mixing the herbal medicinal material powder to which water is sprayed. The concentrate preparing step comprises: an extract extracting step of extracting an extract from the Acorus gramineus Solander, the milkwort, and the Pachyma hoelen roots through an extractor； a fermenting step of producing a fermented extract by saccharizing and fermenting the extract； and a concentrating step of producing the concentrate by concentrating the produced fermented extract.
