The composition for improving scalp infected by harmful bacteria and damaged hair by using sulfur and fermented protein is produced by mixing a sulfur extract which is obtained by mixing 6-8 parts by weight of radish juice with 10 parts by weight of a crushed mixture of garlic, onion, sulfur, and kelp and kneading, heat insulating, and deodorizing the mixture； and a fermented protein which is obtained by mixing 10 parts by weight of citric acid with a fermented product obtained by mixing 6-8 parts by weight of a fermenting agent with 10 parts by weight of a crushed mixture of black bean, malt, corn, wheat, and rice bran and fermenting the mixture, and is slightly acidified to pH 6.5 with sodium hydrogen carbonate after generating an oxidation reaction.
