A viscosity-forming cap is arranged on an outlet of the dough former to stop the movement of dough discharged from the dough former under high pressure, to move the dough backward, to reverse the direction of the dough forward, and to discharge the dough thereafter. In particular, the viscosity-forming cap is prepared on one end of the dough former, and thus non-viscous grain or grain with low viscosity including corn, rice, barley, and buckwheat containing almost zero gluten, which is a kind of insoluble protein, can obtain viscosity and elasticity by repetitively applying high mixing pressures thereto.
