PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition having excellent dispersion stability, emulsion stability of powder and feeling of use.SOLUTION: The oil-in-water type emulsion composition is characterized as comprising hydrophobic powder and/or hydrophobization-treated powder and a lysine derivative-modified silicone having a group represented by formula (IV) (wherein, R3 represents a 2-30C alkyl group and n and m represent each an integer of 1-20) and a silicone oil in an oily phase. The lysine derivative-modified silicone is preferably contained in an amount of 0.1-20 mass% in the oily phase.
