To provide an automatic driving controller and automatic driving control method making it possible to halt a sidewalk traveling automobile at an appropriate position, which is determined in consideration of existence of passersby, when the sidewalk traveling automobile is halted because a traffic light enters a state restricting road crossing.SOLUTION: An automatic driving controller 1 includes: a standby position determination unit 13 that, when a sidewalk traveling automobile 2 has to be halted because a traffic light installed on a road to be crossed enters a state restricting crossing, determines as a standby position where the sidewalk traveling automobile 2 stands by until the traffic light changes states, a position where a passageway of pedestrians who move along a sidewalk are not blocked, according to a pedestrian standby area formed by one or more pedestrians who wait for entry to the road to be crossed because the traffic light enters the state restricting crossing, and according to the vehicle body of the sidewalk traveling automobile； and an automatic driving control unit 14 that halts the sidewalk traveling automobile 2 at the standby position.
