An oral care composition comprising: a whitening agent that is hydrogen peroxide and is present in an amount of from 0.1 to 2 wt.%, Where the whitening agent is associated with a polymer； an anionic surfactant present in an amount of from 1.75 to 2.0 wt.%； An orally acceptable carrier having a total water concentration of from 0 to 4 wt.%； Where the water content in the oral composition is less than 4 wt.%. 2. The composition of claim 1, wherein the anionic surfactant is selected from the group consisting of sodium lauryl sulfate. The composition of claim 1, wherein the hydrogen peroxide is present in an amount of from 1 to 2 wt.%. 4. The composition of claim 1, wherein the polymer is a cross-linked polymer. The composition of claim 4, wherein the crosslinked polymer is selected from the group consisting of polyvinylpyrrolidone, polyacrylate, polyitaconates. The composition of claim 1, wherein the anionic surfactant is present in an amount of 1.8 to 2 wt.% 7. The composition of claim 1, wherein the anionic surfactant is present in an amount of 2 wt.% 8. The composition of claim 1, wherein the water content in an orally acceptable carrier is from 0% to 2% by weight. 9. The composition of claim 1, wherein the water content in an orally acceptable carrier is from 0 to 1 wt.% 10. The composition of claim 1, wherein the water content in an orally acceptable carrier is less than 0.1 wt.% 11. A composition according to claim 1, wherein the orally acceptable carrier is selected from the group consisting of polymers and copolymers of polyethylene glycol, ethylene oxide and propylene oxide.
