There is provided an oil-in-water emulsion composition whose continuous phase is an aqueous phase, but which has a high moisture evaporation suppressing effect and is also superior in feeling, and a method for producing the same. (A) a polyoxyethylene alkyl or alkenyl ether having alkyl group or alkenyl group having 20 to 24 carbon atoms and an average molar number of ethylene oxide added of 1.5 to 4 (B) a polyhydric alcohol (C) a water-soluble polymer本發明提供一種雖然連續相為水相，但水分蒸發抑制效果較高，而且使用感優異之水中油型乳化組合物及其製造方法。本發明之水中油型乳化組合物之特徵在於：含有無機性值為2500以下、有機性值為5000以下、且IOB值為0.3~0.5之油性成分，且於水相中含有下述(A)~(C)。(A) 烷基或烯基之碳數為20~24、環氧乙烷之平均加成莫耳數為1.5~4之聚氧乙烯烷基或烯基醚(B) 多元醇(C) 水溶性高分子。
