PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition, the continuous phase of which is an aqueous phase, the oil-in-water emulsion composition being highly effective in suppressing water evaporation, and providing an excellent impression when used, and to provide a method for producing the oil-in-water emulsion composition.SOLUTION: The oil-in-water emulsion composition has an inorganic value of not more than 2,500, and an organic value of not more than 5,000 contains oily components with an IOB value of 0.3-0.5 and contains (A) to (C) below in the aqueous phase.
