PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition which stably contains a highly crystalline sterol compound and the like and is excellent in storage stability and in feeling of use.SOLUTION: The oil-in-water type emulsion composition comprises the following components (a) to (c), wherein a mass ratio (a)/[(b)+(c)] of the content of the component (a) to the total content of the components (b) and (c) is 3/2 to 1/12, and does substantially not contain a phospholipid. (a) 0.2 to 4 mass% of a compound [excluding the component (c)] having a steroid skeleton and having a melting point of &ge100°C. (b) A fatty acid ester or aliphatic alcohol [excluding the component (c)] having an IOB value of &ge0.35 and liquid at 25°C.
