PROBLEM TO BE SOLVED: To provide a surgical stereoscopic observation device capable of changing the position of a monitor not only in the horizontal direction but also in the vertical direction. SOLUTION: By tilting a second arm 10 around its lower end 17, the position of a monitor 8 attached to the upper end of the second arm 10 can be changed in the vertical direction. When the second arm 10 is tilted in the tilting direction, a repulsive force in the anti-tilting direction due to the compression spring 18 is generated in the second arm 10, so the second arm 10 stops at an arbitrary position in the tilting direction.
