The present invention provides a buoy which manufactures a body to have a structure of multiple layers through rolling and heat fusion of a sheet, and manufactures a case by blowing molding, injection molding and wrapping molding on a surface of the body, and a manufacturing method thereof. The disclosed manufacturing method of a buoy according to the present invention comprises: a step (a) of foam-molding the sheet (S) with a polyethylene raw material； a step (b) of rolling the sheet (S) from one end to the other end and heating, and forming the body (110) so that a rolling surface is bonded by fusion； a step (c) of finishing an outer surface of the body (110) with the case (120)； and a step (d) of forming a mounting groove so that a cultured foot is mounted on the surface of the case (120).개시된 본 발명에 따른 부표 및 그 제조 방법 중 부표의 제조 방법은, a) 폴리에틸렌 원료로 시트(sheet: S)를 발포 성형하는 단계； b) 상기 시트(S)의 일단부터 타단까지 말아 롤링(rolling)함과 동시에 가열하여 롤링면이 융착에 의해 접합되도록 몸체(110)를 형성하는 단계； c) 상기 몸체(110)의 외면을 케이스(120)로 마감하는 단계； 및 d) 상기 케이스(120)의 표면에 양식발이 안착될 수 있도록 안착홈을 형성하는 단계；를 포함한다.
