PROBLEM TO BE SOLVED: To provide a hair cosmetic composition which improves the storage stability of hair cosmetic compositions involving carbonate-based ammonium salts.SOLUTION: The hair cosmetic composition is used for a hair dye and hair bleacher, includes (A) a carbonate-based ammonium salt and (B) a phosphate salt, and is composed of a first agent having a pH of 8.5-9.5 and a second agent containing an oxidant.
