PROBLEM TO BE SOLVED: To provide a cosmetic in which a feeling of moisture continues for a long time, and which is also excellent in emulsification stability, even if the cosmetic contains a siliconized ultraviolet scattering agent.SOLUTION: An oil-in-water type emulsion cosmetic contains the following components (A), (B), (C), and (D): (A) 0.05-5 mass% of a water-soluble alkyl substituted polysaccharide derivative (B) 5-60 mass% of oil solution which is one or two or more kinds selected from (B1) and (B2): (B1) hydrocarbon oil or ester oil having a viscosity at 25°C of 40 mPa s or less and (B2) silicone oil having a viscosity at 25°C of 15 mPa s or less and in which the component (B1) is 40 mass% or more in the component (B) (C) 5-35 mass % of an ultraviolet scattering agent which is subjected to hydrophobic treatment and (D) water.
