PROBLEM TO BE SOLVED: To provide a cosmetic composition suppressing change of the viscosity with time and change of the hardness with time without impairing feelings upon use of the composition and keeping stability of the viscosity and the hardness of the composition over a long period in the cosmetic composition containing water, polysaccharide and polyhydric alcohol and to provide a method for producing the composition.SOLUTION: The cosmetic composition comprises (A) specific polysaccharide, (B) a polyhydric alcohol, (C) a water-soluble (meth)acrylic acid polymer, (D) a water-soluble (meth)acrylic acid-(meth)acrylate copolymer and (E) a specific basic substance, a component to be emulsified and dispersed and as necessary an emulsifying and dispersing agent.
