The disclosure describes a composition including about 4 weight percent to about 12 weight percent of povidone-iodine complex, about 0.1 weight percent to about 2 weight percent of a tertiary amide, tertiary amide salt, and/or tertiary amide hydrate, about 0.5 weight percent to about 2 weight percent of an emollient with low iodine reactivity, at least one surfactant； and water； wherein the composition has a pH ranging from about 2.0 to about 3.5.
