This invention provides an oil-in-water emulsion composition having excellent using feelings and ultraviolet-proof capability, which is stable even being blended with high concentration of ethanol (but equal to or lower than 50 mass%) and has excellent water-resistance after being applied to skin or the like. The oil-in-water emulsion composition contains (a) a water dispersion of an oil-soluble ultraviolet absorber contained in aqueous phase (outer phase), (b) 0.1~10 mass% of polyether-modified silicone having 5~10 of HLB (Si), (c) 5~50 mass% of ethanol, (d) 0.01~3 mass% of hydrophilic thickener, and (e) 0.1~15 mass% of polyol. The component (a) is preferably a water dispersion of a composite particle of the oil-soluble ultraviolet absorber and an organic polymer.本發明係提供一種水中油型乳化組成物,即使以高濃度調配乙醇(但為50質量%以下)仍為安定,且經塗佈於皮膚等之後顯示優異的耐水性,係使用感與紫外線防禦能力優異者。該水中油型乳化組成物係含有:(a)水相(外相)中含有油溶性紫外線吸收劑之水分散物、(b)0.1至10質量%的HLB(Si)為5至10的聚醚改性聚矽氧、(c)5至50質量%的乙醇、(d)0.01至3質量%的親水性增黏劑及(e)0.1至15質量%的多元醇。前述成分(a)以油溶性紫外線吸收劑與有機聚合物的複合物粒子之水分散物為佳。
