PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition even if compounded with ethanol at 50 mass% or less, and exhibiting excellent water resistance after applied onto the skin or the like.SOLUTION: The oil-in-water emulsion composition includes: (A) 0.1-10 mass% of a polyether-modified silicone with an HLB (Si) number of 5-10 (B) 5-50 mass% or less of ethanol (C) 0.01-3 mass% of a hydrophilic thickening agent and (D) 0.1-15 mass% or more of a polyol.
