PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition, which is stable even when a large amount (at most 50 mass%) of ethanol is compounded, exhibits excellent water resistance after application to the skin or the like, imparts superior sensation upon use and has superior ultraviolet ray protecting ability.SOLUTION: The oil-in-water emulsion composition contains: (a) an aqueous dispersion of an oil-soluble ultraviolet absorber in the aqueous phase (outer phase) (b) 0.1 to 10 mass% of a polyether-modified silicone having an HLB(Si) value of 5 to 10 (c) 5 to 50 mass% of ethanol (d) 0.01 to 3 mass% of a hydrophilic thickener and (e) 0.1 to 15 mass% of a polyol.
