The present invention relates to a natural gel pack and a manufacturing method thereof which ferment and add lava seawater and Opuntia ficus-indica which are regional specialties of Jeju Island to manufacture a natural gel pack to increase access to the regional specialties and provide an excellent skin soothing effect, mix a hydrophilic natural material with a natural gel pack to dissolve in water after use to be used as a toner or lotion to eliminate waste to protect the environment, and form a functional gel layer in the natural gel pack to effectively absorb nutrients when in use.
