The present invention relates to a cosmetic composition using citron seeds and lemons and to a manufacturing method thereof and, more specifically, to a cosmetic composition which has an excellent antioxidant activity and an antibacterial activity and improves skin by using citron seeds which are generated as a byproduct when processing a citron, and to a manufacturing method thereof. The cosmetic composition using citron seeds and lemons, provided by the present invention, includes a complex extract which is extracted at room temperature of 1-15°；C as an active ingredient by dipping a lemon piece in a citron seed extract.본 발명은 유자씨 및 레몬을 이용한 화장료 조성물 및 이의 제조방법에 관한 것으로서, 더욱 상세하게는 유자 가공시 부산물로 발생되는 유자씨를 활용하여 항산화활성 및 항균 활성이 우수하고 피부개선에 효과를 갖는 화장료 조성물 및 이의 제조방법에 관한 것이다.본 발명의 유자씨 및 레몬을 이용한 화장료 조성물은 유자씨 추출물에 레몬 조각을 침지하여 1 내지 15℃의 상온에서 추출한 복합 추출물을 유효성분으로 포함한다.
