The present invention relates to an ultra-low cost, easy to fabricate and easily configurable capillary-electrode (CapE) device for simultaneous infusion and electrophysiological recordings from the brain. The device in the present invention allows independent movement of the capillary (19) and the electrodes. Since the capillary (19) and the electrodes are independently movable, it permits sampling of a larger region of the brain around the capillary for monitoring the effects and effectiveness of the infused substance. The capillary-electrode (CapE) device of the present invention is comprised of a capillary mounting unit, plurality of electrode holders (100), at least one capillary tube (19) with electrode sleeves (20), at least one capillary-electrode clamp (210) and a holding piece (220), characterized by the independent movement of electrodes in relation to the capillary (19) through the rotation of the screws/bolts in the said electrode holder (100) and electrode manipulator (500).
