To provide an emulsifier for oil-in-water type emulsion compositions and an oil-in-water type emulsion composition using it.

SOLUTION: The polymer emulsifier comprises structural units of formula (1) (wherein, R1 and R2and R3are each H atom or 1-2C alkyl group R4is a 1-4C alkylene group X1is an O atom or an NH group n is a number of 1-10), hydrophilic structural units having neutralizable functional groups and nonionic hydrophilic structural units. The oil-in-water type emulsion composition comprises the polymer emulsifier. A method of manufacturing the emulsion composition is also provided.
