PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition which stably contains a ceramide compound and has high appearance transparency, to provide a method for producing the same, and to provide a cosmetic containing the composition.SOLUTION: This oil-in-water type emulsion composition is characterized by containing (a) an anionic amphiphilic polymer comprising at least one kind of constituting units selected from constituting units represented by the general formula (1) and constituting units represented by the general formula (2) in an amount of 50 to 90 wt.% based on the total constituting units and constituting units represented by the general formula (3) in an amount of 10 to 50 wt.% based on the total constituting units, and (b) a ceramide compound, and having a viscosity of >200 mPa s at 25°C.
