PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition which can easily form an emulsified state, and further can stably retain the emulsified state even in the case an only component is incorporated at a high ratio, and an aerosol composition which can easily obtain a stock solution in a stable emulsified state even in the case an oily component is incorporated at a high ratio into the stock solution together with water.SOLUTION: The oil-in-water type emulsion composition comprises: an oily component of 40.0 to 70.0 mass% water of 20.0 to 56.5 mass% a surfactant made of polyoxyethylene glycerol fatty acid ester of 1.3 to 8.0 mass% and a surfactant other than the polyoxyethylene glycerol fatty acid ester of 0.5 to 4.0 mass%.
