PROBLEM TO BE SOLVED: To find a new plant extract which has a Testosterone 5&alpha-reductase inhibition, and to provide a hair-growing agent composition in which the plant extract is stably present and which has an excellent hair-growing effect.SOLUTION: The hair-growing agent composition includes: (A) the extract of an onion outer skin (B) a chelating agent (C) polyhydric alcohol and (D) ethyl alcohol, and has a pH of 4.5 to 9 wherein the content of the component (C) is &le10 mass% in the composition and is &ge15 pts.mass to 1 pt.mass of the component (A).
