The present invention relates to a method for manufacturing a germinated brown rice syrup, and a method for manufacturing a fermented sugar-free jam using the germinated brown rice syrup manufactured thereby. The method for manufacturing a germinated brown rice syrup in accordance with the present invention comprises the steps of: soaking brown rice and germinated brown rice in water (S114); draining water (S116); roasting the soaked brown rice and germinated brown rice in a frying pan (S118); grinding the roasted brown rice and germinated brown rice (S122); putting the ground brown rice and germinated brown rice in water with malt and saccharifying the same (S124); boiling the saccharified liquid (S126); putting the boiled saccharified liquid in a cotton cloth and squeezing out the same (S128); and finishing syrup by boiling down the squeezed saccharified liquid without a solid body (S130). The method for manufacturing a fermented sugar-free jam using the germinated brown rice syrup manufactured by the present invention comprises: a room temperature ripening step (S214) of putting a main ingredient into the germinated brown rice syrup and covering tightly, and then fermenting the same to soak the main ingredient in the germinated brown rice syrup; a low temperature ripening step (S216); an oven heating step (S218); a grinding step (S222); a primary boiling down step (S224); and a secondary boiling down step (S226) of finishing the jam.
