PROBLEM TO BE SOLVED: To provide a cosmetic which can obtain a cosmetic film having high glossiness (luster) by being applied to the skin, the hair and the like and excels in a feeling of use (free of stickiness) bringing out color-developing properties such as color developing properties of a coloring material to be compounded and pearl properties to a maximum while having a glossy (lustering) effect even when the coloring material is incorporated in the cosmetic and cosmetic durability.SOLUTION: The oily cosmetic contains a volatile oily component (A), a phenyl group-containing organopolysiloxane (B), and a nonvolatile polar oily component (C) incompatible with the phenyl group-containing organopolysiloxane and is separated into multiple layers in the absence of the oily component (A).
