PROBLEM TO BE SOLVED: To provide an apparatus that generates an electromagnetic wave which is a transverse wave of a fine wavelength of a terahertz wave or more that brings a person into a favorable condition, and can be readily used by many people.SOLUTION: A recording and reproducing apparatus 20 can record an electromagnetic wave 10 which is a transverse wave of a fine wavelength of a terahertz wave or more, and reproduce it repeatedly.
