An oil-in-water emulsion skin cosmetic composition comprising the following components (A), (B), (C), (D) and (E):(A) from 1 to 10% by mass of an oil agent which is liquid at 25° C.,(B) from 1 to 6% by mass of an oil agent which is solid or semi-solid at 25° C.,(C) from 0.7 to 3.5% by mass of linear alcohol having 12 to 22 carbon atoms,(D) from 0.2 to 1% by mass of at least one selected from the group consisting of an ionic surfactant and a nonionic surfactant having an HLB of 12.5 to 15, and(E) water, wherein the mass ratio of the component (B) to the component (A), (B)/(A), is from 0.3 to 1.0, andemulsion particles have a number-average particle diameter of 1.0 to 3.0 μm.
