To provide a novel ultraviolet protection material that is not classified as nano material, has excellent ultraviolet protection effect in UVA region, and is applicable to solid powder cosmetics.SOLUTION: A cosmetic composite powder is obtained by titanium oxide, yellow iron oxide and/or red iron oxide, which are made finer and controlled in their particle forms using a wet medium agitation mill (beads mill), are combined with tabular powder into a water dispersion, and passing through a spray drying step, or a complexing step using a flocculant.
