Rice is cooked, and molded into a hamburger bun before cooking the rice bun (S20). A packaging panel supporting the side surface of the rice bun is laid on the upper side of wrapping paper, and the rice bun is inserted into the packaging panel (S30). A dividing member dividing the upper side of the rice bun into plural spaces is inserted on top of the rice bun (S40). Plural side dishes are inserted into the divisions on top of the rice bun (S50). The dividing member is removed, and another rice bun is inserted into the packaging panel to cover the side dishes (S60). The wrapping paper is folded to pack the rice buns and the packaging panel (S80).
