PROBLEM TO BE SOLVED: To provide a W/O emulsion composition which contains plate-shaped particles of an organically modified clay mineral and which has a low viscosity and does not suffer from separation even at high temperature.SOLUTION: The W/O emulsion composition is characterized by including (A) plate-shaped particles of an organically modified clay mineral which have a mean thickness of 0.1 &mum or less and a mean major axis of 0.5 to 50 &mum and (B) a branched-chain silicone which is co-modified with both polyoxyalkylene and alkyl, and having a viscosity of 10,000 mPa s or less.
