PROBLEM TO BE SOLVED: To provide an organically modified clay mineral-based emulsifying agent capable of exhibiting a W/O stabilization effect even under a low viscosity and giving W/O emulsion excellent in use feeling, and a W/O emulsion by using the same.SOLUTION: The organically modified clay mineral oily gel composition is characterized by containing (i) the organically modified clay mineral of plate like particles having &le0.1 &mum mean thickness and 0.5 to 50 &mum mean longer diameter, (ii) a nonionic surfactants and (iii) an oil component, wherein the oil component (iii) contains a COOH group and/or an OH group in the molecule of the oil component.
