PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition which has good handleability since it has low viscosity and can be discharged with a dispenser in spite of a high oil component content and which, since it has a high internal phase ratio and thus easily inverts its phase, has a use feeling similar to that of a cleansing oil, well matches makeup, has suitable viscosity hardly allowing the composition to drop from a palm, and therefore is most suitable as a cleansing agent.SOLUTION: The oil-in-water emulsion composition is prepared by compounding (a) 5-30 mass% glycerin, (b) 1-15 mass% water, (c) 50-90 mass% polar oil, and (d) 0.1-5 mass% polyglycerin fatty acid ester having a polymerization degree of 5-6.
