PROBLEM TO BE SOLVED: To provide a new material useful for cosmetics or the like derived from natural materials and having high safety, expectable skin-lightening whitening effect and antioxidation activity.SOLUTION: The functional biological water derived from milk and having antioxidation activity of &ge5% using DPPH radical scavenging power as an index is a dilute-side permeated liquid obtained from animal milk (especially cows milk, defatted cows milk or whey of cows milk) by reverse osmosis membrane treatment using a reverse osmosis membrane having an NaCl rejection ratio of &ge15% and <50%.
