PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition having excellent dispersion stability and good sense of use, in addition, little odor of a base material.SOLUTION: The oil-in-water type emulsion composition comprises a water phase, an oil phase dispersed in the water phase and powder dispersed in the oil phase, wherein the oil phase comprises a silicone oil, a side chain type amino-modified silicone expressed by general formula (1) as a dispersing agent for the powder, and an amphiphilic material compatible with the silicone oil and having &le5 HLB as an auxiliary emulsifier.
