PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion cosmetic which contains powder in both the inner oil phase and the outer water phase, has good touch, and has enhanced powder dispersion stability.SOLUTION: The oil-in-water type emulsion cosmetic is characterized by containing (A) an acyl lactic acid and/or a salt thereof, (B) powder whose surface is subjected to a lipophilic treatment in the inner oil phase, and (C) powder in the outer water phase, and further adding the component (A) to the inner oil phase just before emulsified, in the production process.
